Mr. Panychev was born on April 05, 1974. In 1998 he graduated from Omsk State Transport University with a degree in Railway Automation, Telemechanics and Communication.

April 2009 – February 2010 – Head of the Directorate for Education Institutions and Legal Support of the Federal Railway Transport Agency of the Ministry of Transport of the Russian Federation
February 2010 – June 2013 – Rector of Omsk State Transport University
July 2013 – present – Rector of Emperor Alexander I St. Petersburg State Transport University
Mr. Panychev is the author of more than 60 scientific and methodological works including five monographs, two study guides and three textbooks.
He is the head of the expert panel for preparation of opinions for the Government of the Russian Federation on priority transport infrastructure projects including international ones.
For his research and teaching activities, Mr. Panychev has been honored with the following awards:
– a jubilee medal "In Commemoration of the 60th Anniversary of the Ulan-Bator Railway,"
– a jubilee breastplate "175 Years of Russian Railways,"
– a commemorative medal of Agustín de Betancourt,
– a certificate of acknowledgement from the Minister of Transport of the Russian Federation,
– the watch engraved with the name of the Director of the October Railway.
