Best Educational Programs of Innovative Russia 2019

These and other questions of the Accreditation of Education journal were answered by Vladimir NAVODNOV, Director of the National Centre for Public Accreditation and Olga RYZHAKOVA, Specialist at the Experts Office of the National Centre for Public Accreditation.The Accreditation in Education journal repeatedly wrote about rankings[1]. This is a relatively new quality evaluation tool that appeared about 20 years ago. Today there are more than 100 rankings officially recognized by the International Ranking Expert Group (IREG). Why is rating in Russia booming? Which rankings are traditionally compiled according to the results of the steps of the project Best Educational Programs of Innovative Russia and which one was compiled for the first time?

– Vladimir Grigoryevich, can we say that rating in Russia is still booming?

I think that we can, and not only in Russia. This trend is global. I must say that Russia took particular interest in rankings after the presidential decrees were issued in May 2018. The task set before at least five Russian HEIs to enter Top 100 of the world rankings encouraged proactive efforts in this area. The project 5-100 was launched to enhance competitiveness of Russian universities among the world's leading research and education centers, and 21 HEIs took part in implementing the project.

Under international rankings we understand the rankings recognized on the global stage. Generally speaking, there are three such rankings: Times Higher Education World University Rankings (THE), World University Rankings (QS) and Academic Ranking of World Universities (ARWU) or Shanghai Ranking.

The certain success has been achieved in this work, but the task has not been fully solved yet. So far, Lomonosov Moscow State University is the only Russian university in Top 100 universities in the world. Although there is real progress, which became especially noticeable after so-called subject rankings had been developed and introduced. Our advanced achievements in mathematical and natural sciences and humanities are obvious.

The problem is that rankings are like Olympic Games: it is useful, important and symbolic to perform, but the number of competitors is very limited. Just a few dozens of Russian universities can participate in international rankings. Therefore, the task to create a national ranking that could represent all HEIs is urgent like never before.

As an alternative to Shanghai Ranking, THE and QS, on the initiative of the Russian Union of Rectors, the Moscow International University Ranking "The Three University Missions" is being developed. At the moment, its third issue is being prepared. Its short list includes 1,640 HEIs representing all continents: a total of 112 countries and territories[2]. Besides the first mission (education) and the second mission (research), this ranking also takes into account the third traditional mission of the university –influence on the region. And we can already see that Russian HEIs do much better here than in other international rankings. Nevertheless, the task to create a national ranking is still urgent, and one of possible solutions can be the project Best Educational Programs of Innovative Russia.

In 2018 the first mission of educational organizations was emphasized for the first time during implementation of the project Best Educational Programs of Innovative Russia. Whatever happens, all HEIs consider this mission as a primary one. The most important thing is quality of education, and the first ranking focused on the first mission, which is based on each individual educational program and not the university in general, is The First Mission ranking compiled according to the results of the project Best Educational Programs of Innovative Russia.

– It is commonly known that this project has been implemented by the National Centre for Public Accreditation, the Guild of Experts in the Sphere of Professional Education and the information and analytical journal Accreditation in Education for eight years already. Is every next step like the previous one, or are there any changes in process?

– In 2018, some significant changes happened. The point is that the project has two peculiarities. First, the rankings compiled according to the results of the project steps are based on individual educational programs and not the university in general. Thus, equal things must be compared: Mathematics programs with Mathematics programs, Physical Training programs with Physical Training programs. Second, as we are talking about educational programs, it is the first mission of the university that is utterly important here.

The project is mainly intended for applicants, students who are interested, first and foremost, in the quality of the educational program they choose. And all the indicators taken into account in this project are centered exactly around quality evaluation. These include, for example, students' participation in olympiads and competitions; voluntary certification of graduates; grants and personal scholarships for students; professional-public accreditation of educational programs, and many other things, which are directly related to the quality of training.

The ranking of the cities by the number of educational programs recognized as the best (see Table 3) was traditionally compiled. The percentage of educational programs recognized as the best by fields of study and majors was determined, i.e. the ranking of the best programs by field of study was compiled (see Table 5). The subject ranking of universities based on the results of the project was compiled in 2018 for the first time. Let's look at Top 10 (see Table 5). – Olga Evgenyevna, what would you say about the dynamics of change in the percentage of educational programs recognized as the best according to the results of the project?

– In the academic year 2017-2018 Russian HEIs implemented 23,167 educational programs, and 3,682 were recognized as the best (15,89%). Over time, the overall number of the educational programs recognized as the best has been growing (see Fig. 1), although the overall number of the educational programs implemented in Russia in general has dropped. The number of program is getting smaller, and we'd like to believe that the worst of them are cut off.

The percentage of educational programs recognized as the best by federal districts as well as separately in Moscow and Saint Petersburg is presented in Table 1, and this percentage over time is presented in Table 2. By levels of education, it is taken in comparison with 2017 and 2018 (see Diagram 1). When the new classifier linked to FSES 3+ was issued, it became possible to compare these two years. Previously, it was difficult to compare them as the programs had different codifiers.

Similarly, the percentage is presented in terms of groups, by fields of study in higher education. Now there are 55 programs (the military program was not considered.–ed. note).

In the academic year 2017-2018 Russian HEIs implemented 23,167 educational programs, of which 3682 (15,89%) were recognized as the best. – You know, when you look at the list of educational programs compiled according to the results of the latest project step, it reminds of «per aspera ad astra».

– Yes, all programs that are leaders of the project are awarded stars. If an educational program gets on the list of best programs once, it is awarded one star. If it gets on the list three or more times, it is awarded two stars. If the program successfully underwent national professional-public accreditation (PPA), it is awarded three stars. If it underwent international PPA, it is awarded four stars, and if it underwent joint international professional-public accreditation, it is awarded five stars.

– Vladimir Grigoryevich, when such arrays of information are available, one might naturally wonder if such comparisons are correct. Figuratively speaking, how can we compare which is better: 5 pears or 10 apples?

– I agree, all this is not easy. That is why we developed special methods based on the theory of voting in small groups, but this is a topic for a separate discussion.
