Cooperation between Kazakhstan and South Korea is reaching a new level

On April 21, 2019, during a state visit to Kazakhstan by the President of the Republic of Korea Moon Jae-In in Almaty, he met with leading representatives of the Korean diaspora. The visiting schedule of President Moon Jae-In is more than saturated, which is not surprising. Cooperation between our countries is developing and getting stronger, it covers large-scale investment projects, and the closest interaction in the field of culture and science. The success of interstate cooperation is largely promoted by the active work of the leading universities of our country. So, Al-Farabi KazNU has established direct partnerships with 47 universities and organizations of South Korea and more than 52 bilateral agreements have been signed (www.kaznu.kz)

This cooperation includes a wide range of areas: the exchange of students and academic stuff, the implementation of joint research projects, the invitation of professors, the joint supervision of PhD-doctoral students. In order to transfer innovative technologies and commercialize the results of research activities with the support and active participation of scientists and specialists from leading universities and research centers of South Korea, the KazNU has already implemented 2 largest investment projects in the Republic of Kazakhstan: “Medical-biological cluster” and “Innovative cluster of engineering and high technologies”.

It is not by chance that the rector of KazNU, academician Mutanov G.M. in 2017 was awarded the Honor Medal of the President of the Republic of Korea for his outstanding contribution to the international cooperation of scientists, engineers and specialists of the Republic of Kazakhstan and the Republic of Korea in the scientific, technological, cultural, humanitarian and educational fields.

It is not a secret that very often the new one makes its way with great difficulty, especially when confronted with the tough resistance of the conservatives, and, in this respect, the support that the South Korean leadership provides to Kazakhstan scientists often plays a key role.

The political elites of South Korea clearly understand the importance of innovation, the importance of creating start-up companies focused on the creation of high-tech products, especially youth, as well as the fact that any international cooperation will be truly successful only when it is mutually beneficial.

In the Commonwealth of Kazakhstan and South Korea there are no “older” and “younger” brothers, there is no condescension, there is nothing that overshadows the cooperation of our country with some other states.

All this was once again confirmed by a regular visit of the highest level, during which the President of South Korea, despite the very tight schedule of the trip, found time to meet with the most active and important representatives of the Korean diaspora in Kazakhstan, including recognized Korean scientists in Kazakhstan. In particular, his meeting with prof. G.A. Mun, the president of the scientific and technical society “Kahak”, Head of Department at al-Farabi KazNU, was very fruitful. During the brief talk, prof. G.A. Mun shared with the President fundamental ideas that Kazakh scientists are currently working on.

In particular, a group of Kazakh scientists, headed by prof. G.A. Mun, on the basis of understanding the transformations that occur in modern science, successfully develops a new philosophy of science. It found, among other things, the reflection in the form of a fundamentally new unique textbook “History and Philosophy of Science”, created by the efforts of philosophers, chemists, physicists and specialists in the field of information and communication technologies. The textbook was published in 2018 in the al-Farabi Kazakh National University and recommended by the MES of the RK for all specialties of the magistracy.

One of the main theses of this textbook is the fundamental understanding that the renewal of science, its philosophical basis should be carried out in the interests of all mankind, all nations here should be equal rights. This thesis is fully supported by the political and business elites of South Korea, which was confirmed by the meeting.

The Head of South Korea in his welcoming speech, noted that Kazakhstan has a balanced and harmonious interethnic policy, so that the ethnic groups living in the country have all the opportunities to preserve their culture, identity and language. The President is proud of his compatriots - Kazakh Koreans, who have passed a difficult way, but with honor survived all the trials and today are worthy citizens of their great country, as well as a living bridge between Kazakhstan and Korea. The success of inter-state cooperation is largely facilitated by the active activities of scientific and cultural societies created by the Korean Diaspora in Kazakhstan, whose representatives have made significant progress in science, agriculture and culture.
