Mr. Panychev was born on April 05, 1974. In 1998 he graduated Omsk State Transport University with a degree in Railway Automation, Telemechanics and Communication.

Mr. Panychev is the author of more than 100 scientific and methodological works.
He is the head of the expert panel for preparation of opinions for the Government of the Russian Federation on priority transport infrastructure projects, including international projects.
For his research and teaching activities, Mr. Panychev has been honored with the following awards: a Jubilee Medal "In Commemoration of the 60th Anniversary of the Ulan- Bator Railway;" a Jubilee Breastplate "175 Years of Russian Railways;" a commemorative medal of Agustín de Betancourt; a certificate of acknowledgement from the Minister of Transport of the Russian Federation; the watch engraved with the name of the Director of the October Railway.
