Besides mandatory legalization, applicants from some countries need to have their academic credentials recognized. The materials and credentials used for recognition are submitted with a notarized translation into Russian.
Education recognition is a procedure that any academic credential obtained in a different country must undergo to confirm its importance and value.
To recognize education means to determine the level of education, the equivalence of the credential holder’s rights (Article 107 of Federal Law 273), to verify the accreditation of an educational institution, where the diploma or school leaving certificate was obtained, to examine achievements, and, in particular cases, the content of education and study load. The successful recognition procedure will allow foreign citizens to continue their education in Russia.
Foreign citizens whose countries have signed the international agreements on mutual recognition of education with Russia are not required to undergo the recognition procedure. A certificate of education recognition as a final document confirming that the procedure has been undergone is issued in Russia at the Main State Center for Education Evaluation, its electronic version is available at the moment. But, in accordance with Law 55, universities have the right to recognize education independently for their own purposes, and you do not have to contact the Main State Center for Education Evaluation.
These are leading Russian universities, including federal universities and national research universities.
Recognition Of Academic Degrees And Titles
In Russia, foreign academic degrees and/or titles are recognized by the State Commission for Academic Degrees and Titles under the Ministry of Science and Higher Education of the Russian Federation.
In Russia, academic degrees or titles obtained in a foreign state are recognized:
- automatically if there is a recognition agreement between Russia and the foreign state, or if the organization that issued a credential confirming an academic degree or title is included in the list of scientific and educational institutions issuing such credentials
- according to the administrative regulation of the Ministry of Science and Higher Education of Russia on the state service of recognition of foreign academic degrees and titles
Credentials, including a thesis for recognition of an academic degree, undergo expert evaluation for their compliance with the specified requirements*. According to the recommendation of the State Commission for Academic Degrees and Titles, a decision is made on recognition or the refusal to grant recognition of a degree and/or title.
