HEI’s image. The mission of Immanuel Kant Baltic Federal University is, in the first place, provision of the long-term competitiveness of the exclave Kaliningrad Region surrounded by EC states, by setting up a recognized research and education centre of the European standard in the Baltic Sea Region, secondly, establishing competitive labour resources for leading social and economic development of Kaliningrad Region on the basis of advanced technological platforms.
The Physical and Technical Institute is a specialized institution in the field of radiophysics, physics, information and communication technologies, information systems and technologies, information security.
The major principles of the Institute’s operation are: close interrelations of fundamental and practical training, a balanced combination of advanced theoretical training and experimental and research activities; investigative nature of the majority of graduation qualifying papers; interaction with the leading region’s enterprises.
Programme Presentation. The Radiophysics educational programme is offered within the academic Bachelor’s programme in Specialized Radio-Engineering Systems and Master’s Programme in Radio-Physical Methods of Atmosphere and Ionosphere Investigation. The specific character of training, the competencies being formed are de-pendent upon the demand of the region’s and country’s enterprises in the specialists of particular fields.
Educational programmes are aimed at training specialists capable of solving a wide range of problems to support various types of radio communication (including satellite communication), radiolocation, development and production of electronic systems, per-forming fundamental and applied research. Master-degree graduates are trained to fulfil research and design work in the enterprises and design offces.
Material and technical resources of the Institute include the latest training and research equipment of the instruction building and research and innovation equipment of Hi-Tech Park Factory. Among the best-equipped laboratories are the Laboratory of Radio-Physical Methods of Atmosphere and Ionosphere Investigation, Satellite Communication and Navigation Laboratory, Antennae-feeder Devices Laboratory, Electric Circuits, Circuitry and Radio Transmitters Laboratory, Microprocessors Laboratory, Information Security and Protection Laboratory, etc.
The academic process takes place in close cooperation with partner universities: Gdańsk University of Technology (Poland), Adam Mickiewicz Poznań State University, the League of Fraunhofer Research Universities (Germany), Czech Technical Universityin Prague (Czech Republic), Higher Engineering School in Porto (Portugal), Pushkov Institute of Terrestrial Magnetism, Ionosphere and Radio Wave Propagation of the Russian Academy of Sciences, etc. Students can attend the sports complex with a swimming pool, and the Clinic and Diagnostics Centre of the University.

Teaching staff. The Institute of Physics and Technology is composed of three Departments: Telecommunications, Radiophysics and Physics. The graduate Department is headed by V.Ye. Zakharov.
The programme is provided by 5 Professors, 6 Doctors of Sciences, 16 Associate Professors and 24 Candidates of Sciences. All members of the teaching staregularly take further education courses in specialized and research centres of Russia and abroad.
Competitiveness of students. The Institute has an extensive student mobility pro-gram. Students go on exchange visits to such foreign educational centres as: Turku University (Finland), Gdańsk University of Technology (Poland), etc.
Graduates are the Institute’s pride among them being M.V.Fedoseev, Minister of Housing and Utensils Sector, Fuel-Energy Complex of Kaliningrad Region.
Interaction with employers. The Institute has close ties with radioelectronic industry enterprises: JSC “GS-Nanotech”, LLC “Personnel TV” and well-known Russian companies JSC“Academician”, M. Reshetnev Information Satellite Systems, Western Branch of Pushkov Institute of Terrestrial Magnetism, Ionosphere and Radio Wave Propagation of the Russian Academy of Sciences, Federal State-owned enterprise ’Fakel’, the Experimental Design Offce of the Atlantic Branch of P.P. Shirshov Oceanology Institute of the Russian Academy of Sciences. The interaction with enterprises and institutions of the mobile fixedline telephony of Kaliningrad Region isexpanding everyyear.
