A cooperation agreement between Volgograd State University and the Ministry of Education and Science of the Republic of Tajikistan

Vasily Tarakanov, Rector of Volgograd State University, paid a working visit to Dushanbe. Following the negotiations with the leaders of the Ministry of Education and Science of the Republic of Tajikistan, a bilateral cooperation agreement was signed. In addition, the Rector discussed a strategy and possibilities of cooperation with the Representative Office of Rossotrudnichestvo in Tajikistan and the Representative Office of EA Studies Development Fund in Tajikistan.

On September 27, on the initiative of the VolSU, the Ministry of Education of the Republic of Tajikistan organized an official meeting with the heads of the department. First Deputy Minister Rakhmatullo Mirboboev and Rector of VolSU Vasily Tarakanov discussed the interaction between Russian and republican universities and, in particular, the development of comprehensive cooperation between Volgograd State University and the Ministry of Education of the Republic of Tajikistan.

The visit was planned as part of the implementation of the tasks identified in the priority national project “Development of the export potential of the Russian education system”, by the President’s Decree on national goals and strategic tasks for the development of the Russian Federation, which, among other things, are consistent with the Volgograd State University transformation program. These documents clearly indicate that one of the most important tasks for Russian universities is to increase the number of foreign students.

Evaluating the importance of integration and implementation of international comprehensive scientific ties and in the context of the instructions from the Government of the Russian Federation, VolSU has already set a strategic task to implement an international marketing strategy and to export educational services. Thus, the university is building a holistic concept for expanding international cooperation. The meeting was held during the meeting of the Council of Heads of States of the CIS in Dushanbe. Despite the tight schedule of the summit days, the Minister of Education and Science of the Republic of Tajikistan took part in the discussion of the formation of a common educational space with Rector of VolSU.

Following the negotiations, a cooperation agreement was signed between the Ministry of Education of the Republic of Tajikistan represented by Minister of Education Nuriddin Said and Volgograd State University represented by Vasily Tarakanov.

In addition, Vasily Tarakanov conducted negotiations with Mikhail Vozhdaev, Head of the Representative Office of Rossotrudnichestvo in Tajikistan and discussed the cooperation strategy and priorities. One of the main activities of this organization is the promotion of Russian education abroad, including the allocation of quotas for foreign students. Let us remember that in the spring of 2018, VolSU specialists participated in administering exams as part of allocation of these quotas for the first time.

The Rector of VolSU also discussed topical issues with Galina Nazarova, Head of the Representative Office of EA Studies Development Fund in Tajikistan. The purpose of the fund is to restore and develop cultural, humanitarian, educational ties between the former Soviet republics.
