Russia and Germany have signed a roadmap for cooperation in science and education

Mikhail Kotyukov, Head of the Ministry of Education and Science, noted that long-term planning is a sign of mutual trust and the countries' interest in partnership.
Russia and Germany have signed a roadmap for cooperation in education and science, a key document that will determine the bilateral scientific and educational dialogue between the two countries for the next decade.
The German delegation headed by Anja Karliczek, German Minister of Education and Research, met the members of the RF Government. The Russian-German "Roadmap for cooperation in education, science, research and innovations" was signed by Anja Karliczek and Mikhail Kotyukov, Minister of Science and Higher Education of the Russian Federation.
"I am glad to inform you about successful negotiations between Germany and Russia. I express my profound gratitude to the German delegation for their contribution to the common cause", said Tatiana Golikova, Deputy Prime Minister of the RF Government, after signing the document.
According to Kotyukov, the Roadmap is a unique document, a joint plan of action for the next decade, and such long-term planning, in his opinion, is a sign of mutual trust and interest of Russia and Germany in their partnership. "This Roadmap is meant to create a stable foundation and maximize these results. It is also important for us to ensure the future of bilateral cooperation which will be largely determined by young generations of scientists and researchers who we will actively support", said Kotyukov. 
The Russian-German "Roadmap of cooperation in education, science, research and innovations" is an integrated document aimed at developing bilateral cooperation in a wide range of areas, in particular, in the field of development of large research infrastructures, joint research projects in priority areas. Making connections and building bridges between science, society and economics in both countries must become a key element of bilateral cooperation.
Scientific forum
Russia and Germany are planning to hold a joint scientific forum nearly a year later.
"It should be mentioned that the main addressees of the roadmap are our scientific and educational communities so we have agreed with our German colleagues upon the regular meeting of the Russian-German mixed commission for scientific and technical cooperation next year and also upon the Russian-German scientific forum where the roadmap will be presented to the broader scientific community", said Minister.
Germany's attitude
According to the Minister of Education and Research of Germany, cooperation and interaction is being brought to the next level.
"We have defined and signed a 10-year strategy, which describes interaction in the field of education, research, science and innovations, for the first time. And this strategy was developed cooperatively. From the very beginning both ministries have been also involving representatives of research organizations, and organizations providing financial support, and intermediary agencies", - said Minister.
In her opinion, education and science make a great contribution in mutual understanding of peoples and in international cooperation. "It is very important to maintain a dialogue and, of course, this is particularly topical, when hard times are coming, times of challenges for relations between Russia and Germany", - added Minister.
Scientific cooperation between Russian and Germany
Germany is a leader by the number of joint scientific projects supported as part of the Federal Targeted Program "Research and development in priority growth areas of the science and technology sector of Russia for 2014-2020". A total of 81 research projects with the participation of Germany (48 bilateral and 33 multilateral projects) have been supported since 2014. Besides, German scientists participate in the program of "megagrants" of the Ministry of Education and Science of Russia. Thus, 10% of the total number of winners in six competitions are German citizens (23 people of 236 scientists, 26 countries in total).
The Russian Federation invested over 0.5 bln EUR in construction and operation of  megascience facilities in Germany: "European X-ray laser on mobile electrons" (XFEL) and "Facility for Antiproton and Ion Research in Europe GmbH " (FAIR). At the same time, Germany is planning to participate in the projects in the field of large research infrastructure in Russia.
