Russia and Uzbekistan have signed an agreement on the mutual recognition of education, qualifications and academic degrees

In the city of Urgench (Republic of Uzbekistan), at of the meeting of the Joint Commission, in the presence of Dmitry Medvedev, Prime Minister of the Russian Federation, and Abdulla Aripov, Prime Minister of Uzbekistan,  an agreement was signed on the mutual recognition of education, qualifications and academic degrees of the two states.

On the part of the Russian Federation, the Agreement was signed by First Deputy Minister of Science and Higher Education of the Russian Federation Grigory Trubnikov, and on the part of the Republic of Uzbekistan, by the Head of the State Inspectorate for Supervision of the Quality of Education under the Cabinet of Ministers of the Republic of Uzbekistan Ulugbek Tashkenbayev.

The Agreement is aimed at developing bilateral cooperation in the field of education and science, ensuring mutual recognition of education, qualifications and and academic degrees obtained in the Russian Federation and the Republic of Uzbekistan, as well as enhancing interaction between educational and scientific organizations of both countries. The agreement will allow graduates of universities in Russia and Uzbekistan to continue their education and carry out professional activities in either of the two states, which will contribute to the development of academic mobility between the countries, attracting foreign students and highly qualified personnel.

Today Uzbekistan has several branches of Russian universities: NUST MISiS, Lomonosov Moscow State University, Plekhanov Russian University of Econom­ics, Gubkin Russian State University of Oil and Gas. In the coming years, Uzbekistan is planning to open branches of  National Research Nuclear University MEPhI, Pushkin State Russian Language Institute. Every year, Uzbek citizens are given the opportunity to study at Russian universities at the expense of the federal budget within the quota established by the Government of the Russian Federation. The most popular study programs among Uzbek students are Economics, Law, and General Medicine. The most popular universities in the 2018/19 school year were National Research University Higher School of Economics, St. Petersburg State University and Peoples' Friendship University of Russia.

“At the moment, students who receive education in the branches of Russian universities in Uzbekistan are forced to go through a long procedure for the recognition of diplomas. Therefore, the signing of the Agreement is a very important step, a definite breakthrough in relations.

I am sure that the inter-university exchange will be strengthened and there will be an increase in the number of students in our branches in Uzbekistan, that the Uzbek universities will get more actively involved in the research agenda of Russian universities. As part of the national project “Science”, we are planning to attract international researchers to conduct research in Russia, and the Agreement will give this process a new impetus,” said Grigory Trubnikov.
